Today, I traveled to the Lake Erie area to meet with, Hoty Enterprises. During my conversation with Hoty, they shared a letter they sent to Ohio Department of Natural Resources (ODNR) on October 14, 2011. Hoyt requested a written commitment from ODNR prior to re-submitting the study with the following details. 1. Upon re-submittal of the RFP by Hoty Enterprises, ODNR will submit the feasibility study with a strong letter containing the following information; a. Hoty’s study is a response to an RFP put out by ODNR on September 19,2011, b. Findings in the re-submittal of the study put out by ODNR are congruent with both the problem and resolution as stated by the Corps of Engineers, Alum Creek Lake Master Plan Update Programmatic Environmental Assessment August 2011 draft. c. ODNR to verify the demand for dockage, the minimal impact on environment, and carrying and capacity of the lake. On October 25, 2011, Hoty Enterprises received a letter from ODNR,Chief David Payne, which states that ODNR fully supports the construction and operation of the Powerboat Docking Facility and will continue to work with Hoty to verify information found in studies conducted in response to the Request for Proposals (RFP) executed April 13, 2011 and submitted to the US Army Corp of Engineers, (USACE). It further reads, “ODNR intends to verify studies conducted that show demand for dockage, minimal impact to the environment, and carrying capacity of the Alum Creek Lake as part of the re-submittal to the USACE. What does all this mean? Once again our project hit a bump in the State’s roadway. However, we are back on track and after re-submittal and review process by the USACE, we would expect to get final approval in the first quarter of 2012 with construction to begin late 2012 or early 2013. As we progress, we will keep everyone updated and continue to post these updates on our website. Our partners, Hoyt
Marine, received a reply from the Army Corp of Engineers on September 19th,
regarding our proposal. In its current format, we did not receive approval
from the Army Corp of Engineers. However, the questions they have and their
concerns with some of the information submitted can be addressed. In our
conversation today with Hoyt, they are committed to resubmitting the
proposal for further review to the Army Corp of Engineers. We are working
diligently to reformat the proposal to include the additional information
they've requested and will meet with our partners to ensure all concerns
have been addressed to satisfaction. We know this is not the answer that we
were all hoping to receive and will continue to work on getting our proposal
approved. At this point, we are unable to answer the key question that
everyone has, which is when will the docks be completed. We understand the
frustration everyone is feeling at this point. We wanted to let everyone
know as promised, the outcome of the Army Corp of Engineers response. As we
progress, we will keep everyone updated. We appreciate your continued
support and patience as we work through the project.

Additional information was
requested for our Dock Project, which we submitted on June 2nd to the Army
Corp of Engineers. We're waiting to hear back from the Corp with status
on our project. We remain actively engaged with all parties to get
status updates to ensure everyone has the latest information. We will
continue to send out updates as we get them along with posting them on our

March 2011 With moving the original location of the docks, the second RFP request submitted along with the elections/appointment of the new Director, all of these items have unfortunately delayed the progress of our docks. Our goal was to have the docks in the water for this boating season, and it is highly unlikely that we will have the docks in the water for this boating season due to the multiple delays. We apologize as we know this is disappointing and we are continuing to push weekly to move our project along as quickly as possible. We will not know until everything is approved and we meet with Hoty regarding when the remaining monies will be due for our dock holders. We will continue to keep everyone informed and once a groundbreaking ceremony is determined, we will let everyone know. Sinn January 2011 We recognize that many are eager to learn any updates concerning the dock project. The transition of a newly elected Governor and the appointment of a new Director of Parks has naturally resulted in a time lag to get them up to speed with this project. Our Commodore, Bruce Sinn, is setting up a meeting with the new Director of Parks to push forward our agenda. We are still pushing to have this project completed by middle or late spring. Once we meet with the new Director of Parks we will be sharing with you any and all information gleaned from that meeting. We attended the pre-bid meeting with the State on 11/3/10 and the meeting went very well. We did a site evaluation at the new location and this site has many advantages over the previous site. We are moving forward with our partnership and will be responding to the RFP. The due date to respond to the RFP is November 23rd. If we are the only party to respond to the RFP, we will know on this date (there were no other interested parties at the pre-bid meeting). If there are additional responses to the RFP, it could be a couple of weeks until the RFP is awarded. We would like to thank Mark Crawford for sharing his construction experience to assist during the site visit. We're optimistic with the progress of the project and we truly appreciate your continued support. We'll update everyone around the 23rd with additional information. Bruce Sinn 78% of the available docks for Dock Holders have already been reserved Dock ProjectAlum Creek Powerboat Club, ACPC, has worked diligently with the State to build docks at the Alum Creek State Park. We’ve formed a partnership with Hoty Marina out of Sandusky Ohio on this project. The proposed location for this project is at the main Marina area. The project includes 140 Dock Parcels (DP) that will be open to the public. There will be up to 70 docks available for dock holders with the remaining docks available for yearly rental. The amount for those interested in being a dock holder is $6000 with an annual maintenance fee. As a Dock Holder, the dock will remain your dock each year once you pay your annual maintenance fee. We currently have 78% of the docks available for Dock Holders reserved. The docks for Dock Holders will be determined based on the date your money was received. The remaining docks will be yearly rentals with the amount to be determined through the contract with the State. The initial $3000.00 fee will provide you a reservation number that will be utilized in picking your Dock. The Dock will remain yours pursuant to the restrictions presented in the contract with the State. As a Dock Holder, after your initial $3000.00 reservation fee, the remaining $3000.00 will be due once the contract has been signed off on by all parties. Once the contracts have been signed off by all parties, the infrastructure of the project will begin. The infrastructure includes the parking lot, restrooms, electric and water to the docks and the shower facilities. After the infrastructure is complete, the construction of the docks will begin. It has been a Vision, now let’s make it a Reality. Frequently Ask Questions Is the original $500.00 put down as a Dock Holder at risk money? Currently the $500.00 is not at risk money. Once we receive the RFP from the State, we will determine if additional work must be completed in order to respond to the RFP, which could include surveys that must be completed. For everyone who has put in $500.00 to reserve a dock, we will communicate the expectations of the State and determine if everyone is willing to put a portion of the $500 reservation fee at risk. What happens to my dock if I get out of boating or move out of the area? ACPC will retain a waiting list for the docks and ACPC will be the responsible party with identifying the next person on the wait list. Once the dock has been and once the purchase of the DP by the new DP holder, a portion of your $6000 will be returned based on depreciation. Is this a lottery dock? No, as a Dock Holder, the dock will remain yours for the timeframe outlined in the RFP. Can I sell my dock? No, ACPC will be responsible for reassigning docks for individuals who are no longer in need of a dock. Will the docks have electric? Yes. Do I have to be a member of the Alum Creek Powerboat Club to have a dock? No, however in the initial stages of building the docks, the membership fees are necessary due to all the expenditures associated with pursuing building “The Docks at New Galena.” Bottom line you don’t have to be a member…however if we don’t get enough members in the powerboat club we will not have money necessary to start the dock project. No membership, no money, means no docks! When will the docks be built? After demonstrating to the State that we have 100 dock parcels committed for with the full amount in the bank, construction could begin as soon as 2011. What additional amenities will be available with the docks? Our current plan is to have electric and water for the docks. There will also be restrooms available along with green space for family picnics.
